Relief International is currently implementing a USAID funded governance and community driven development project in Mrauk U and Myebon townships, along with a development project on health system strengthening in both townships. Relief International is also implementing multi-sector humanitarian projects in Myebon Township.

Starting in January 2017, Relief International will begin the implementation of a new, substantial project “Strengthening good governance, civil society and livelihoods in Rakhine State”. This multi-sectoral project will be implemented in Sittwe town and Mrauk U Township over a three-year period, and should:

  • pilot a new information management system for the GAD in Mrauk U township to strengthen local government development planning, coordination and monitoring 
  • prepare a multi-year agricultural plan for Mrauk U township and implement a grants scheme to pilot the implementation of the plan
  • Form village development committees in 12 villages in Mrauk U township, support a participatory rural assessment/community action plan process, and implement a grants scheme to support implementation of identified priorities
  • Deliver extensive livelihoods training in 27 villages in Mrauk U township, and introduce micro credit and village savings and loans schemes
  • Pilot a professional development training programme for township officials in Mrauk U District
  • Support the development of local civil society organisations and networks in Sittwe town and Mrauk U Township through training, mentoring and study visits.

Overall Objectives (scope)

The project manager will be responsible for the planning, administration and monitoring of all aspects of the project activities, through leading, organizing and supervising the work of the Relief International project staff and consultants, working in partnership with the Local Resource Center, and collaborating closely with a range of local stakeholders.

Specific Responsibilities

The project manager will have the following specific responsibilities:

  • Develop and oversee robust systems and processes for project planning, reporting, monitoring and evaluation;
  • Provide ongoing supervision, couching and guidance to the RI project team,  including develop activity plans with individual staff/teams and measure progress against these plans; 
  • Contribute to the drafting of terms of references for local and international consultants and oversee the technical leadership and inputs provided by the consultants;
    • Ongoing consultations with the local partners regarding the planning and implementation of the civil society capacity building activities;
    • Supervise project staff in monitoring budgeted and actual expenditures on a monthly basis, and in close collaboration with Relief International’s finance team;
    • Ensure high standards of accountability and compliance with Relief International’s financial policies and procedures;
    • Attend State and township level coordination meetings. Establish and maintain close working relations with the respective State, District and township authorities, and with local and international humanitarian/development organizations;
    • Drafting of reports for submission to Relief International’s senior management, the donor and other stakeholders, including a monthly internal status report and annual donor report;
    • Carry out regular field visits to project sites in Sittwe and Mrauk U township;
    • Other duties as required to support the realisation of the agreed project objectives.

Person Specification

  • Professional experience: At  least  5 years  combined  experience in the management of development projects and experience implementing projects in Rakhine state;
  • Education: Tertiary university degree(BA/BSc);
  • Project cycle: demonstrated experience in project planning, implementation, monitoring, evaluation and report writing;
  • Organizational skills: demonstrated experience in managing the work of project teams in different sectors;
  • Inter-personal skills: demonstrated ability to persuade, network and negotiate;
  • Communication skills: demonstrated ability to effectively communicate verbally and in writing, in Rakhine and English languages;
  • Technical knowledge: demonstrated technical skills in the agriculture, micro-credit/savings and loans, community driven development (CDD) and/or livelihoods sectors;
  • Grant management: demonstrated experience in managing grants.
