Relief International Myanmar is providing a package of responses to the IDPs in Myebon Township in Rakhine State, including activities in WASH, health and child protection. In Child Protection, Relief International is introducing a community-based child protection framework for IDPs including: setting up of child friendly spaces with trained community volunteers, activities and resources; recruitment of Case Management Officer within the camps; mainstreaming of child protection in the wider township infrastructure.

Main Responsibilities


As Community Outreach Officer, you will be responsible for overseeing and monitoring all camp management activities as part of Relief International’s humanitarian programming in Myebon Township’s two IDP camps. COO will provide direct support to existing camp management structures/committees and strengthen information sharing between RI and its beneficiary IDPs. COO will coordinate with RI program staff and other camp service providers to ensure services are adequately provided and well communicated.




Specific Responsibilities


  • Oversee delivery of the project objectives, specifically:

-          Support Camp Management Committee and Women’s Committee to strengthen camp governance and improve communication.

-          Facilitate awareness raising and sensitization of camp population as needed (i.e. distribution announcements, messages from service agencies, etc.).

-          Implement a complaints and feedback mechanism; liaise with RI Protection staff to ensure sensitive matters are dealt with separately.

-          Lead biweekly meetings between Camp Management Committee (CMC), RI camp-based program staff, and other camp service providers.

-          In conjunction with M&E Officer, collect, analyze, and report camp population data as needed.

-          Oversee distribution of non-food items (NFIs), installation of solar lights (in consultation with WASH Engineer), and improvement of camp management office.

  • Recruit, train and supervise camp-based volunteers as needed.
  • Support the timely delivery of program activities (for example, monitoring against log frames and work plans).
  • Liaise with Township Administrator and other township authorities as needed to coordinate/report activities and problem-solve.
  • Liaise with camp management counterparts in other agencies to ensure best practices are shared and followed.
  • Represent Relief International at relevant sector meetings/trainings in Sittwe as requested by the Program Manager or Head of Rakhine Response.
  • Improve/strengthen coordination of Relief International’s work with the relevant ministries, sectors and other protection agencies.
  • Ensure written reports to donors and RI senior staff are of the highest quality and completed in a timely manner.
  • Develop monthly work plans in advance and present to Program Manager or Head of Rakhine Response.
  • Ensure recognized international best practices and Relief International policies are applied in the work with children and vulnerable persons.
  • Any other responsibilities as requested by the Program Manager or Head of Rakhine Response.


Desired background and experience


  • Bachelor’s degree in an appropriate field
  • 2-3 years working experience with NGO/INGO/UN
  • Previous experience working with IDPs/refugees strongly preferred
  • Knowledge/experience of camp management strongly preferred
  • Excellent communication skills, both written and spoken, in both Myanmar and English
  • Experience training/supervising junior staff or volunteers preferred
  • Competency in Microsoft Office suite, including Word and Excel
  • Demonstrated initiative, organization, and planning abilities
  • Ability to work in a multi-disciplinary team
  • Strong create problem-solving abilities
  • Positive and constructive approach with government authorities and stakeholders
  • Willing and able to work in a challenging environment
