Job Description for Project Assistant

Main purpose of the role

Project assistant is to provide support in RI Humanitarian response team in Northern Shan State. The position is responsible to support the Humanitarian Programme Officer on implementation of Humanitarian programme in Northern Shan State.

Overall Objectives (scope)

Overall objective is to support the Humanitarian Programme team for ongoing programme’s goal and main objective is achieves and to ensure the local CSOs/CBOs partners are improved their capacity on Emergency Response and Emergency Preparedness Plan. 

Specific Responsibilities

  • Assist to HPO when preparation of capacity building plan for local CSOs/CBOs
  • Assist in RI Emergency Response in Shan State or any other disaster in Myanmar if needed.
  • Support to HPO when work together with CSO/CBO partners to map their humanitarian response capacity and to identify needs and gaps.
  • Organise and lead on the preparation of capacity building and training plan for the local CSO/CBO and advice HPO when estimate the budget related to trainings.
  • Maintain strong relationship with CSO/CBO in Shan through regular meetings, networking and coordinate for Humanitarian Response.
  • Identify and suggest to HPO for the necessary means and resources for projects activities including financial, logistics and partner’s needs.
  • Supervise administrative and logistical organisation of training sessions (booking, invitations, training and teaching materials, printed material, training certificates…);
  • Prepare and submit monthly quality activities reports to Humanitarian Programme Officer in a timely manner.
  • Ensure the regularly review and update the security according to the change of context and Timely inform to HPO and other relevant departments on security issues and situation updates of conflict, natural disaster in Shan area to react early.
  • Participate
  • Participate and assist in need assessment in regular monitoring of programme achievement, progress, as well as Post Distribution Monitoring.
  • Share and promote values and ethics of the organisation within RI, with the partners and with others.
  • Provide necessary information and suggestion to HPO and other relevant staff regarding the actual needs of beneficiary.
  • Under delegation of the Humanitarian Programme Officer when absent, represent Relief International during humanitarian coordination mechanism in Shan.

Desired qualification, skills and experience

  • University Degree
  • At least two years minimum work experience with NGO/INGO/UN in humanitarian context
  • Proven experience in supporting Humanitarian Programmes
  • Demonstrated experience in working in a complex environment coordinating with many different stakeholders
  • Willingness to make frequent field trips to the remote areas.
  • Ability to work under stressful conditions and working environment
  • Knowledge of conflict sensitivity and “Do No Harm” approach
  • Experience working in conflict affected areas


Job Description for MEL Assistant

Specific Responsibilities

  • Establish project monitoring framework
  • Together with project manager and MEL officer, set up MEL workplan to establish timeline, responsibility for data collection, data analysis and project learning meeting
  • In coordination with project manager and MEL officer set-up data collection tools and procedures, for data collection to deliver the following:
    • Regular program monitoring (for project trainings and events)
    • Post-distribution monitoring
    • Mid-term evaluation
    • Final evaluation
    • Focus group discussions
    • Case studies
    • Key informant interviews
  • Support project manager and field team in data collection
  • Ensure project indicator frameworks are completed and up-to-date and sent to MEL officer
  • Undertake regular analysis of project data with project staff to assess progress towards project objectives
  • Assist in the preparation of MEL data for donor reports and requests from RI staff, donors, local stakeholders and other agencies.
  • Work closely with other RI Myanmar MEL team members to share tools and learning
  • Participate in RI MEL strategy meetings, and global RI MEL team initiatives
  • Any other duties as requested by the Project Manager and or MEL officer

Desired qualification, skills and experience

  • University Degree
  • At least two years minimum work experience with NGO/INGO/UN
  • Experience working in M&E on programming or relevant experiences
  • Experience in writing quality monitoring reports and working with minimal supervision
  • Proficiency in MS Word, Excel, and Power point
  • Willingness to make frequent trips to hard to reach areas
  • Ability to work under stressful conditions and work environment.
  • Excellent communication skills, both written and spoken, in both Myanmar and English.
  • Experience in both development and humanitarian sector preferred
  • Research experience desirable
  • Experience in data analysis packages such as SPSS, Epi Data


Job Description for Finance Assistant

Specific Responsibilities

  • Maintaining petty cash; cash register, visiting to bank for cash withdrawal and bank transfer Bank statement, ensures all processes meet RI/donor policies
  • To prepare and submit to Yangon Finance office the monthly field financial reports (Advance Request, Cash book, Cash Count sheet, Bank Book ,Advance settlement, Journal Voucher and others) for Lashio Offices.
  • Help staff submit claims for reimbursement; review vouchers to ensure there’s all necessary supporting documents
  • Maintaining files/folders for financial paperwork leases and other financial contracts
  • Processing daily payments to make sure paperwork is completed, all necessary documents are attached
  • To preparing financial documents (purchase orders, payment vouchers, etc.)
  • Working together with HR and Finance Officer when needed to finish finance work in timely manner
  • Receive and deliver financial documents and materials as needed
  • Type, scan and back up monthly financial documentation
  • Maintain confidentiality at all times
  • Assist with financial orientations/ trainings for RI staff as needed
  • Perform any other tasks as requested and assigned

Desired qualification, skills and experience

  • A university degree with minimum 2 year working experience in Finance Field
  • Experience in Finance work, preferably in an international organisation;
  • Knowledge of English is desired
  • Excellent communication skills, including inter-personal
  • Good computer skills of Word and Excel
