Job Description for Community Health Officer

General Description of Role

 

Under the direct supervision of Field Health Coordinator, the Community Health Officer provides necessary assistance to ensure the development and implementation of the Coordinated Township Health Plan (CTHP) through good coordination and collaboration with relevant township stakeholders including from the Township Health Department, other implementing agencies, community-based organations, and Ethnic associations from both Government and non-Government controlled areas. 

 

Main Responsibilities

 

  • Provide support to Health Project Coordinator and Field Health Coordinator to develop CTHP implementation plan with appropriate timelines and targets
  • Work closely with township health staff from the rural health center and sub-rural health center levels to implement CTHP activities
  • Facilitate coordination meetings, advocacy meetings and awareness raising sessions at the community level, together with community health promoters
  • Coordinate with key community level stakeholders from different community-based organizations and ethnic groups to ensure participatory project design and implementation.
  • Assist the Field Coordinator to prepare project teams weekly and monthly work plans
  • Assist township health department to follow up on existing and newly-trained volunteer health workers regularly
  • Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Field Coordinator and M&E Officer.
  • Collect and compile project data regularly to submit to the Field Coordinator, including case studies, success stories and focus group discussions.
  • Provide support to the township health department and RI Logistics Assistant to regularly update on inventory of medical and non-medical items supported by the project.
  • Attend external meetings if/when assigned to represent RI.
  • Carry out other tasks as required due to the project nature or as advised by the supervisor.

Desired qualification, skills and experience

  • Health-related degree
  • At least1-2 years in public Health area working with INGO / LNGO/ UN
  • Proven experience in coordination with local authorities, health staff and communities.
  • Experience in MS Word, Excel, Powerpoint
  • Willingness to make frequent field trips to the remote areas.
  • Ability to work under stressful conditions and working environment
  • Knowledge of conflict sensitivity and “Do No Harm” approach
  • Fluency in one of the local dialects is an advantage
  • Comprehensible communication skills, both written and spoken, in Myanmar and English

 

Job Description for Health Assistant

Specific Responsibilities

Clinical Care

  • To assist the medical doctors in giving appropriate medical care to the patient, according to protocol.
  • To manage patients flow in clinic triage according to the Relief International guideline and the patients’ condition and minimizing cross infection between patients
  • To perform proper consultations for basic health care as well as reproductive health care cases as deemed appropriate and ensure proper referral to the doctor as indicated.
  • To provide proper nursing care to the patients in camp clinic or static clinic/mobile clinic
  • To assist in home Based Care, Mobile clinic and other outreach activities
  • To assist the patients during referral to Government Hospital

 

Infection Control

  • To ensure proper cleaning, sterilization and autoclaving of all instruments, as related to the overall hygiene of the medical facilities.
  • To ensure strict adherence to universal precautions in the health centers
  • To follow and ensure the maintenance of clinic hygiene
  • To follow Universal Precaution and proper waste management as per international strictly at work place and also keep awareness and supervise for universal precaution issues especially in mobile clinic

Record keeping and Medical Supplies

  • To record the drugs dispensed to every patient in daily consumption registers.
  • To keep proper records and registers.
  • To ensure proper records of patients history kept on file and confidentially.
  • To maintain an orderly drug store and to submit regular records of drug consumption.
  • To ensure that medical inventories are kept and that monthly requisitions for all medical items are prepared.

 

Reporting and Trainings

  • To submit monthly report to Line Manager including the recorded database, summary and overview of status, problems/issues etc
  • To work in collaboration with BHS staffs if necessary
  • To assist Medical Doctors in training ( CHW, AMW & TBA) and participate as TOT

 

Communication and Coordination

  • To maintain good relationship with BHS staffs and all the team members from Myebon and Sittwe
  • To closely collaborate with Referral Officer if patient needs to refer
  • To take part in program meeting, program review and in general staff meetings

Others

  • To collect sputum samples as necessary or indicated
  • Any others relevant tasks upon special request by Supervisor according to program needs

Desired qualification, skills and experience

  • University degree in Nursing or BNSc or Health Assistant
  • Valid license or Graduation Certificate in hand to practice nursing/Health Assistant in Myanmar
  • Previous experience working in INGOs, LNGO is preferable.
  • Willing to work for marginalized population in clinic based setting and in a multicultural context
  • Basic English
  • Able to speak local language( desirable)
  • Flexible and empathetic attitude
  • Able to manage pharmacy items and dispensary management daily, weekly and monthly.
  • Good communication skills between the clients and staff and among the team.
  • Able to work under little supervision to complete tasks with timely manner

 

Job Description for Clinic Assistant

Specific Responsibilities

  • Provide support to the nurse and medical doctor as needed to ensure oversight of mobile health team work plan
  • Assist in necessary logistics arrangements and proper stock management
  • Keep systematic list for distribution of medical and non-medical items to beneficiaries
  • Assist in providing health education during mobile clinic visits and outreach visits
  • Work closely with the responsible health staff, community-based groups and health volunteers
  • Assist the mobile team to prepare weekly and monthly work plans to provide targeted coverage
  • Support in community-based nutrition screening, nutrition promotion, management and referral
  • Support in organizing and facilitation of trainings for the community health volunteers
  • Carry out rapid situational analysis and other M&E activities as necessary under the guidance of M&E Officer and the Programme Coordinator
  • Collect and compile activity data to submit report regularly
  • Perform other duties as required

Desired qualification, skills and experience

  • Any graduate, health related degree preferred
  • At least 1 year experience in public health area and working with NGO/INGO/UN
  • Proven coordination and social mobilization skills
  • Good communication and facilitation skills
  • Some M&E knowledge and experience
  • Basic computer skills such as MS Word, Excel, Powerpoint
  • Ability to work under stressful conditions and working environment

 

Job Description for Health Educator

Specific Responsibilities

  • To be able to prepare monthly work plan for health education session, based on KAP results and health education feedback. Where the community is weak, we should do more.
  • To monitor , supervise and give on job training to AMWs and CHWs
  • To provide Health education to community in clinic or mobile activity ( ANC ,PNC, Family Planning & ARI, Diarrhoea, etc.,)
  • To provide health education on Family Planning
  • To assist health team members on clinic activities and during mobile activity
  • To record and keep Documentation related with health education session, meeting, drugs support to volunteers.
  • Develop and prepare health literacy training campaign for IDPs
  • To follow and ensure the maintenance of clinic hygiene
  • To submit monthly report to Supervisor including the recorded database, summary and overview of status, problems/issues etc
  • To maintain good relationship with Basic Health Staffs and all the team members from Myebon
  • To work in collaboration with BHS staffs and volunteers (CHW, AMW).

  • Passed High School Level
  • Previous experience working in INGOs, LNGO is preferable.
