Job Description for Senior Medical Officer

Specific Responsibilities

Medical Management

  • Provide the appropriate medical management of all patients seen by mobile clinic mobile clinic days by direct consultation and by supervision, coaching Midwives, Nurses, and Health Educator
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood
  • Participate actively in emergency medical response for victims affected by disasters if needs
  • Ensure all the medical services and treatments provided are in line with and according to RI acceptance protocols/ guidelines
  • Ensure regular follow-up of some patients who are suffering from chronic diseases
  • Supervise the mobile clinic setting is in Universal Precaution and proper waste management as per international strictly at work place and also keep awareness and supervise for universal precaution issues
  • Knows and ensures all RI medical protocols are followed and implemented, checking universal precaution and waste management as per international strictly at workplace are followed all the times and reducing bio-hazards risks and improving infection control
  • Determine when a patient should refer to higher care facilities and make proper referral system with Referral Officer
  • Ensure the smooth flow of the clinic and treat the patients with respect, empathy and good personal relationship
  • Ensure that stock registers, patient registers are done correctly and systematically and that numbers are medically pertinent.

 

General Management

  • Prepare appropriate monthly work plan for medical team and ensure to operate clinic activities in accordance with approved work plan by Field Health Coordinator
  • Manage and supervise Nurse/Health Assistant, Midwife, Clinic Assistant/Dispenser, Health Educator and Translator during working time
  • Take financial accountability and responsibility for mobile team operations under the guidance, supervision and management of Field Health Coordinator

 

Data Collection and Reporting

  • Collect data and timely report on morbidity and mortality of patients and data input with DEA according to RI standard reporting tools
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or Health Program Officer
  • Monitor all relevant data to be correct and also supervise data collection by other staffs and do timely reporting to line manager or Health Program Officer
  • Submit monthly report to Line Manager including the recorded database, summary and overview of status, problems/issues, etc.
  • Inform to Field Health Coordinator/Health Coordinator for specific medical needs, including potential disease outbreaks, in intervention settings

 

 

 

Capacity building

  • Collaborate with Health Coordinator and under the guidance of Head of Health Technical & Coordination Unit and give theoretical and on-job training to medical and para-medical staffs including Auxiliary Midwife, community health workers from intervention settings depending on needs

Communication, Coordination and Supporting as Liaison

  • Excellent communication with strong interpersonal skills and able to deal with local communities
  • Maintain good relationship with Basic Health staffs and all the team members from the assigned area
  • Work closely with Finance Department for financial issues
  • Work closely with Logistic Department and other sectors for team movement plan
  • Liaise with other field staff during monitoring visit by Senior Staffs from Health Program or Government Staffs

Assessment

  • Be part of the team to do assessment in the areas affected by disasters
  • Collect appropriate data, both quantitative and qualitative, from medical point of view
  • Prepare assessment reports by collecting all necessary inputs from medical team

Others

  • Take part in program meeting, program review and in general staff meetings
  • Assist with the patients during referral to Government Hospital if needs
  • Adopt non-judgmental attitude, manage patients with compassion and maintain strict confidentiality and privacy
  • Any others relevant tasks upon special request by Supervisor according to program needs

 

Desired qualification, skills and experience

 

  • B.,B.S degree with valid license
  • Previous experience working in INGOs, LNGO is preferable.
  • Good knowledge of primary health care, TB, MNCH and Reproductive Health
  • Experience in emergency medical response will be an asset.
  • Experience in GBV case Management (desirable)
  • To be a good team player and good personal skill to coworkers

Specific Responsibilities

  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood
  • Participate actively in emergency medical response for victims affected by disasters if needs
  • Ensure all the medical services and treatments provided are in line with and according to RI acceptance protocols/ guidelines

Job Description for Nurse

Specific Responsibilities

Clinical Care

  • To assist the medical doctors during consultation and other medical procedures to the patient, according to protocol or guidelines for getting quality of health care services
  • Organizing the carry out care and treatments according to medical prescription
  • To manage patients flow in clinic triage according to the Relief International guideline and the patients’ condition
  • Identifying Sexual and Gender based Violence victims and referring them to Medical Officer so they can receive necessary treatment
  • Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit
  • Responsible for appropriate infection control and minimizing cross infection between patients.
  • To perform proper consultations for basic health care as well as reproductive health care cases as deemed appropriate and ensure proper referral to the doctor as indicated.
  • To provide proper nursing care to the patients in during outreach visits.
  • To assist in home Based Care and other outreach activities, including travel to rural areas by boat if necessary

 

Infection Control

  • To ensure proper cleaning, sterilization and autoclaving of all instruments, as related to the overall hygiene of the medical equipment according to SOP.
  • To ensure strict adherence to universal precautions in the health centres
  • To follow and ensure the maintenance of clinic hygiene
  • To follow Universal Precaution and proper waste management as per international strictly at work place and also keep awareness and supervise for universal precaution issues especially in mobile clinic

Reporting and Trainings

  • Awareness raising and promotion of SRH and GBV
    • Assist health educators to design health education activities
    • Design the IEC materials with input from the Midwife

 

 

Record keeping and Medical Supplies

  • To keep proper records and registers of clinic and confidential case files
  • Check, control and record the rational distribution plus daily and monthly consumption of medicines and equipment under his/her responsibility
  • Participating in the department-related pharmacy and medical equipment control and maintenance ( quality and its functioning, storage conditions, follow up of expired drugs inventories, stock takes of medicines and material ensuring no materials is taken out of nursing area without prior authorisation etc.,)
  • To ensure proper records of patients history kept on file and confidentially.
  • Ensure appropriate documentation and record keeping of all patient data

 

Reporting and Trainings

  • Check Data validity of clinic data with Data entry assistant regularly and report to Medical officer.
  • To assist Medical Doctors in training (CHW, AMW & TBA) and participate as TOT.
  • To lead FGD with specific group of community if needed.
  • Provide technical support to health educator for effective health education sessions.

 

Communication and Coordination

  • To maintain good relationship with BHS staffs and all the team members from Mrauk U, Myebon, and Sittwe and Yangon Health Program team.
  • To take part in program meeting, program review and in general staff meetings

 

Others

  • Closely worked with health educator to develop IEC materials related with GBV activities and PHC and MCH health education which is impactful for community.
  • Participating in Health Education of the patient (and family) when necessary
  • To collect sputum and blood samples as necessary or indicated. And sent to government hospital, if necessary.
  • Liaise with referral officer when necessary to ensure emergency referrals take place when necessary
  • Any others relevant tasks upon special request by Medical Officer, Field Health Coordinator, Health Coordinator, or Health Program Officer according to program needs.

  • University degree in Nursing or BNSc or Health Assistant
  • Valid license or Graduation Certificate in hand to practice nursing/Health Assistant in Myanmar

Job Description for Midwife

Specific Responsibilities

  • Work with Medical Officer to provide skilled care to pregnant and lactating women.
  • Closely work with Medical Officer and nurses to
    • Educate women on available family planning methods and assist them in choosing the most appropriate method for those who are interested
    • Administer family planning and reproductive health care to patients
    • Provide health education for individual patients
    • To remind family planning patients of next appointment
  • To ensure proper cleaning, sterilization and autoclaving of all instruments, as related to the overall hygiene of the medical equipment according to SOP.
  • To ensure proper records of patients history kept on file and confidentially
  • Support the timely delivery of program activities (for example, monitoring against log frames and work plans).
  • Work with Medical Officer, other INGOs, local authorities, and community leaders to establish a referral pathway for survivors of gender-based violence.
  • Assist to MO and FHC to Liaise with Township Medical Officer and other healthcare providers that provide services to survivors.
  • Administer psychological first aid when appropriate
  • Check Data validity of SRH data with Nurses regularly and report to Medical Officer and DEA
  • Report to supervisor timely related with, training, medication usage, GBV and protection issues including problem and challenges.
  • Track usage of RH commodities and supplies for the mobile clinic
  • Submit monthly reports on services provided and numbers of people reached to Medical Officer
  • Participate actively in emergency medical response for victims affected by disasters if needs

  • Sound knowledge of Family Planning, AN care, PN care, IYCF and Reproductive Health.
  • Have experience in providing sexual and reproductive health services as a nurse or midwife.

  • Ability to give clear message to the community regarding services available and assurance of privacy
  • Ability to give clear message to individuals regarding their condition, treatment options, subsequent self-care, and warning signs

Specific Responsibilities

  • To be able to adapt HE lessons according to which health problems are most prevalent in a respective area.
  • To be able to prepare health education sessions with assistance from the nurse
  • To ensure delivery of health education to community during mobile SRH clinic activity (ANC ,PNC, Family Planning, STIs, and GBV)
  • To provide community education on, disabilities and inclusion, and health literacy
  • Monitor, Collect and report to health teams any information linked to the living conditions and the health situation of the population ( e.g, food security, vaccination of the children, nutritional situation and detection of medical needs of the population, etc)
  • To assist health team members during mobile activities
  • To record and keep Documentation related with health education session and meetings
  • Make sure surveillance of communicable and reproductive health related diseases are done by Community Based Volunteers and birth and mortality surveillance is done, and immediate report to Health Team if communicable diseases or unusual numbers of death
  • To follow and ensure the maintenance of mobile clinic hygiene
  • To submit monthly report to supervisor including the recorded database, summary and overview of status, problems/issues etc
