Terms of Reference:  Customized English Language courses for Law Teachers

 

Purpose: The purpose of this call for EOI is to identify an appropriate service provider who can provide customized English Language courses for Law Teachers according to the terms of reference states as below.

 1) Background

 

The Denmark-Myanmar Programme on Rule of Law and Human Rights (2016-2020) supports the Union Attorney General’s Office, the Office of the Supreme Court of the Union, lawyers, CSOs as well as the law departments of Dagon and East Yangon Universities in strengthening capacities on core aspects of rule of law and human rights and supporting reform in relevant areas. The programme which has a total grant of DKK 70 million (approximately USD 10 million) is based on participatory approaches supporting partners to identify their own needs and priorities and taking lead in implementation of activities.

 

The governance of the programme is based on joint decision-making with partners through co-chaired Steering Committees. The programme is part of the Denmark-Myanmar Country Programme (2016-2020) endorsed by a bilateral government-to-government agreement between Myanmar and Denmark as well as MoUs with all key stakeholders. A Joint Venture comprised of the International Commission of Jurists (ICJ) and the Danish Institute for Human Rights (DIHR) has been contracted to provide technical assistance to the programme through a team of experts supporting implementation.

 

2) Description of the Assignment

 

The Denmark-Myanmar Programme on Rule of Law and Human Rights (hereafter the Programme) implemented human rights education at the Myanmar universities in close collaborations with the Dagon University and the East Yangon University. As part of the Programme, the English language courses will be provided to Law Teachers.   

The Service Provider will be responsible for delivering English Language classes 1 day per week, either Saturday or Sunday, for two different levels of students, and therefore  two different sessions i.e., one session for 3 hours. The curriculum for the Law Teachers will be developed by the Service Provider. At the inception phase, the Service Provider will conduct placement test for teachers and eventually, there will be two sessions according to the results. Likewise, the Service Provider will be responsible to hold an exam after each term for the participants and keep reporting against the progress of the participants to the Programme.

 

 

3) Objectives

 

The objective of the assignment is

  • Strengthen the level of the English Language amongst the Law Teachers
  • Augment the capacity of the Law Teachers to engage with the human rights literature and human rights education activities

 

 

4) Deliverables

 

The following deliverables have been identified:

 

  • Placement test for 35 faculty staff
  • English language classes one day per week on the weekend, including two sessions for 3 hours each session which will continue for approximately 34 weeks; The two sessions should be adapted to two levels according to the placements of law teachers from the placement tests.
  • Progress reports covering each term

 

Payments will be made in stages and these terms will be specified in the contract.

 

5) Proposed Methodology

 

The Service Provider will develop a curriculum for the course or utilize an appropriate existing curriculum, and deliver one day per week classes including two sessions for 3 hours each (total of 6 hours per week). In order to divide two classes, the Service Provider will conduct a placement test for proposed 35 faculty staff. The entire course will cover approximately 34 weeks for two terms which means 17 weeks per each term. Between two terms, there will be a possible break and the Service Provider will report against the status of the participants after each term.

7) Key Requirements for the Service Provider

 

The Service Provider should have:

 

  • Experience in teaching English Language
  • Experience along with an English Language instructor, a native-speaker with implementation of customized curriculum for the course
  • Relevant education qualifications (English language teaching)
  • Proven experience producing high-quality in delivering trainings

 

Service Provider may be individuals, organisations, or companies.

 

  • Application

 

Service Provider should be Myanmar based. Service Providers that meet the criteria should submit an expression of interest, which includes the following:

  • Proposal for bid including the Service Provider's suitability for the assignment, and current contact information;
  • CV(s) of proposed personnel
  • Expected rates and detailed work plan
  • Detail past experience on similar assignments or provide references
  • Any other information or detail the service provider believes will enhance their application
  • Deadline to submit the expression of interest is 5 March, 2019.

 

Applications will be assessed based on both cost and quality factors.
