Main purpose of the role

The purpose of this position is to directly oversee and implement the Protection Program in Northern Shan State with a focus on Community-based Protection and Protection Monitoring in Lashio, Muse, Kyaukme, Hsipaw, Namtu, Namhsan and Namhkan townships in close cooperation with CSOs and CBOs. The Protection Officer will oversee the Protection Monitoring, conduct Protection awareness activities and trainings and support for referrals where appropriate. The post holder is responsible to deliver results in line with pre-agreed program plans and objectives, oversees the implementation of activities related to Protection, liaises and coordinates with the other Protection sectors and sub-sectors to ensure smooth referrals and timely and appropriate response to Protection incidents.



Overall Objectives (scope)

Supervises and implements the RI Protection Program activities in Northern Shan State, ensuring appropriate coordination with other program activities and sectors and provides guidance for the CSO/CBO Protection focal points (FPs) and community based FPs.


Specific Responsibilities

  • Supervise and provide leadership in the set-up, implementation and monitoring of Protection activities, ensuring that activities are implemented in an appropriate and timely manner.
  • In close cooperation with the Protection Program Manager and Humanitarian Project Manager, train Protection Focal Points on Protection Principles, Referral pathways, data collection methods (FGD, KII etc.)
  • Provide training for and supervision of Protection Focal Points at CSO/CBO and community level.
  • Ensure that international and RI Protection principles, guidelines and standards are understood, upheld and promoted.
  • Hold community and inter-sector meetings to discuss cross-cutting protection issues and ensure smooth referrals to other agencies and service providers.
  • Improve and strengthen coordination of Relief International’s work with the relevant government agencies, sectors and other Protection actors where appropriate.
  • Provide information and advice to other sectors on ways to mainstreaming Protection in programs.
  • Provide the Protection Program Manager and Humanitarian Project Manager with regular detailed information regarding all Protection activities and support the monthly Protection Monitoring Analysis Report compilation.
  • Develop monthly work plans and reports in advance and present to supervisor.
  • Ensure recognized international best practices and Relief International policies are applied in the work with beneficiaries and partners.
  • Upon the request of the supervisor, represent the Protection program in external meetings.
  • Prepare and submit financial documentation as required by RI policies.


Person Specification


  • (2-4) years of experience working in Protection
  • Extensive experience in building strong Protection monitoring systems
  • Strong background and skills in facilitating trainings, coaching and mentoring others
  • Experience in both, development and humanitarian sector preferred
  • Proven representation and advocacy skills
  • Familiarity with key international standards for humanitarian work (e.g. SPHERE Standards, Protection Principles, IASC GBV guidelines, CP Minimum Standards, HAP Principles)



  • Good command in English and Myanmar essential; knowledge of Shan and other ethnic languages an asset



  • Bachelor degree in Social Work, Human Rights or other relevant field preferable


  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mind-sets


  • Ability to motivate and influence others
  • Is able to clearly communicate expectations
  • Work under limited supervision and ability to work in multi-task environment and under-pressure
  • Excellent written and oral communications skills
  • Commitment to working on behalf of vulnerable people and people with specific needs
