Conflict Analysis Consultant (National)

Project Summary

Relief International (RI) has developed a three-year project to provide transition support to IDPs and former IDPs and their immediate neighbours in Myebon town and Mrauk U townships in Rakhine State. This builds on RI’s experience with conflict-affected communities in Rakhine and builds on existing relationships with local authorities, civil society organisations and local Muslim and Rakhine communities in the townships.

The project will also aim to promote inter-ethnic relations through fostering connections between enterprises, suppliers and their markets. To this end, the project will provide support for context specific entrepreneurship training/mentoring, vocational training and the business start-up. The activities will target youths and women, and in responding to the need for a more comprehensive approach, will also include life skills training, along with functional literacy and numeracy.

Aim of the consultancy

The aim of the consultancy is to conduct a Conflict and Community Relations Analysis that looks at mapping out specific inter-village relations based on existing connectors, dividers and sources of tensions. This analysis will look into inter-ethnic relations, including assumptions, perceptions, and beliefs about “the other”, and explore the willingness and available opportunities for increased inter-community interaction.

Outputs

  • Intro to Do N0 Harm and field assessment workshop
  • FGD interview guides to be used by RI staff, with the understanding that primarily RI staff will conduct the FGDs.
  • Field assessment analysis workshop
  • Field assessment done by RI staff members
  • Conflict and Community Relations Analysis report based on an analysis of the field assessment results and the FGD, with recommendations for next steps and the way forward.

Time Frame

Proposed timeframe: 29.04.2019 to 15.06.2019 with a total of up to 17 working days, broken down as follows:

  • 2 days preparation (including 1 day for prep meetings with key RI staff)
  • 4 day Intro to Conflict Sensitivity/Do No Harm and Field Assessment (includes going over FGD guide) workshop for  RI staff
  • 3 days for field assessment, including travel, in 4 different sites in Myebon
  • 1 day FGDs conducted in the Muslim IDP camp
  • 2 days joint connectors and dividers analysis
  • 4 days to write up analysis
  • 1 day presentation to key RI staff (in Sittwe or in Yangon)

Requirements:

  • Professional experience: At least 10 years combined experience in carrying out conflict analysis
  • Rakhine experience: Extensive experience working in Rakhine State
  • Education: MSc in conflict analysis or related fied;
  • Inter-personal skills: Demonstrated ability to persuade, network and negotiate;
  • Communication skills: Demonstrated ability to effectively communicate verbally and in writing, English and local languages;
  • Technical knowledge: Demonstrated technical skills in conflict analysis
