Specific Responsibilities

  1. Monitoring and Evaluation
  • Provide technical guidance to programme staff in developing databases against required information for reporting and monitoring purpose
  • Ensure the quality of collected information and data in accordance with the donor compliance and usage for internal learning and reprogramming
  • Contribute to creating forms and formats which are necessary for program and project activities against predefined indicators and log-frame through close collaboration with project implementation team
  • Promote use of data by programme staff including for effective planning, allocation and utilization of resources
  • Support programme team in the development of log frames for future projects and proposals
  • Support M&E Coordinator in data auditing and verification to assure internal consistency and validity of program activity through quarterly data verification and auditing visit to Access Project Township at Rakhine.
  • Conduct regular field visits and Routine Data Quality Assessment (RDQA) to project area in order to confirm data accuracy with indicator guideline (Access).
  • Facilitate review of progress on quarterly basis for problem solving of effective project implementation.
  • Assist to line manager for interpretation and use of M&E data through monthly and quarterly analysis of project data and field visit findings for not only effective project implementation but also donor report preparation.
  • Assist to line manager for program/projects evaluations as well as mid-term and project-end reviews
  • Support the design, development and implementation of FGD, post training evaluation forms, KAP surveys and research
  1. Management and capacity building
  • Improve M&E knowledge and capacity of MEL Assistant as well as program staff by providing hands-on training and coaching, as necessary
  • Mentor staff in their understanding and application of M&E activities against developed M&E plan by providing constructive feedbacks to their performance through regular supervision visit

Person Specification

  • University Degree in international development, health related or project management or similar field
  • At least three or four years minimum work experience in M&E, program quality management or program development with NGO/INGO/UN
  • Research experience
  • Experience in writing quality monitoring reports
  • Proficiency in MS Word, Excel and Power point
  • Proficiency in data analysis packages (EPI info, SPSS, GIS, etc)
  • Willingness to make trips to Rakhine
  • Excellent communication skills, both written and spoken, in both Myanmar and English.
