General Description of Role

In Myanmar, RI works in selected townships in Rakhine and Shan States, providing dignified solutions to displaced and conflict affected communities.

The objective of this position is to provide leadership and technical input for monitoring, evaluation and learning (MEL) systems for all RI programs in Myanmar.  The post-holder is responsible for overseeing MEL strategy, supporting MEL staff, ensuring quality control, providing technical capacity for specific MEL interventions, and providing guidance for all project learning.  S/he will also identify opportunities for cross-programme evaluation and learning, and spearhead improvements in the way data is analysed and presented to key stakeholders.  The post-holder is also responsible for contributing to global-level RI MEL initiatives. 

Duties and Responsibilities

  1. Monitoring and evaluation of projects
  • Provides guidance and leadership for design of MEL components for all RI projects
  • Responsible for supporting MEL systems throughout the project cycle including:
  • the development of logframes during the proposal development process, together with the program design team;
  • overseeing large-scale data collection such as baseline studies, needs assessments, post-distribution monitoring, or other in-depth data gathering exercises;
  • designing data collection tools and procedures and ensuring familiarity within the project teams;
  • providing guidance, support and training to MEL and program staff and partners in Rakhine and Shan for high quality project monitoring;
  • initiating good practice for data quality assurance across all projects;
  • overseeing MEL data for donor reports and presentations requests from RI staff, donors, local stakeholders and other agencies

 

  1. Communications and learning
  • Institutes a regular project learning schedule to ensure progress towards project objectives is being tracked and examination of trends; make recommendations based on findings
  • Identifies opportunities for cross-programmatic learning
  • Provides oversight to the set-up of the Myanmar country level data management system and appraises progress towards country strategy
  • Identifies opportunities for stakeholder communications, and development of communications materials, based on data analysis

 

  1. Line management and capacity building
  • Directly line manages Yangon MEL staff and provides technical line management to field office MEL staff
  • Provides project staff with support and training to improve quality of data collection, storage and security
  • Rolls out training to MEL and project staff in new RI MEL initiatives and data collection methods

 

  1. Collaboration with RI’s global programme and MEL systems
  • Provides analysis of data for RI quarterly/annual reports
  • Works closely with RI Myanmar MEL team members to share tools and learning
  • Engages with global MEL staff for support on MEL design and implementation issues, including data collection tools and templates, data storage protocols, and evaluations

 

  1. General

  • Any other responsibilities may reasonably be required from time to time.

 

Requirements:

  • University degree in statistics, demographics, public policy, international development, economics, or related field. Further certification in MEL, statistics or economics preferred.
  • At least 10 years’ experience working in a limited resource setting, with a focus on program monitoring and evaluation for humanitarian and/or development programmes; experience in a management position essential.
  • Previous experience in managing large scale program MEL systems.
  • Demonstrated data management and analytical skills, with demonstrated experience in managing medium to large data systems.
  • Proficiency in data analysis packages (EPI info, SPSS, Strats, etc)
  • Demonstrated experience in designing monitoring, evaluation and learning systems, tools and processes in an international development context.
  • Proven MEL training and capacity building skills.
  • Previous experience in survey/baseline and end line design, collection and analysis.
  • Ability to demonstrate outstanding written and oral communications skills in Myanmar and English.
