Mercy Corps is a partner on a recently awarded Advancing Community Empowerment in Southeastern Myanmar (ACE) project.  It will lead activities on strengthening governance, reconciliation, market-driven livelihoods, private sector engagement, and Disaster Risk Management.

 

Advancing Community Empowerment (ACE) project

ACE project, supported by the US Agency for International Development/Burma, (USAID) aims to support communities in their empowerment processes by reducing vulnerabilities, promoting community participation in decision making, and strengthening mechanisms for more responsive and accountable local governance. ACE is a five-year, $48 million project funded by USAID and implemented by Pact in partnership with Community Partners International, Mercy Corps, and Save the Children. The project will also partner with a range of local and regional organizations to address a variety of community needs and development priorities in the region.

 

ACE will work to foster integrated, inclusive, and sustainable service provision to underserved communities in areas of Southeastern Myanmar. Beginning with community-identified needs and solutions, the project takes a systems approach that constructively engages the demand and supply sides of service delivery, focusing on health, education, livelihoods, water/sanitation/hygiene (WASH), and disaster risk management.

 

Project partners will provide technical support for skills-building and institutional strengthening to nurture relationships and explore cooperation within and between communities, service providers, and decision makers. ACE promotes a locally driven shift, where possible, from humanitarian assistance toward a strategic approach that can channel community voices and priorities towards improved, integrated service delivery and contribute to conditions for inclusive peace and development.

 

 

 

 [Describe overview of job missioGENERAL POSITION SUMMARY:

 

In close collaboration and cooperation with the Senior Program Manager, and under the overall supervision of the Finance Coordinator the incumbent will manage all the Administrative and Financial tasks of the Mercy Corps Hpa-an office. 

 

ESSENTIAL JOB FUNCTIONS:

 

Administration

§  Make sure that all administration documentation is prepared and filed both hard-copy and soft-copy according to MC procedures.

§  Responsible for collection of timesheets and leave requests and checking and correcting them properly in coordination with all MC ACE staff and Yangon Admin & HR.

§  Assist senior program manager with expatriates’ travel approval and permission, and for both local and expatriates, upon request, arranging accommodation and transportation, etc. in collaboration with Yangon administration team.

§  Assist senior program manager with minor liaison tasks (such as correspondence) between Mercy Corps ACE and local authorities, organizations, NGO’s and other partners.

§  Ensure proper functioning and maintenance of the office equipment and other facilities in MC Hpa-an Office in collaboration with Pact responsible person/s

§  Ensure the vehicle log sheets are sent to country office on monthly basic after checking with complete signatures by passengers/ approved signature by senior program manager.

 

Finance

§  Maintain custody of the office cash fund and make daily payments of approved transactions

§  Prepare cash payment vouchers and ensure that all cash transactions are fully and properly documented

§  Review Employee Expense Reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment

§  Prepare and submit monthly cash flow projections for program to Finance Department in a timely manner

§  Perform cash count regularly and month producing Bank Account Ledger Entry Detail report and Field Connection Batch History Detail Report from Navigator

§  Submit weekly and monthly bank statement to Yangon Office.

§  Record payment transactions daily in Navigator

§  Follow up uncleaned cash advances monthly after receiving aging advance report from Finance Coordinator

§  Prepare wire transfer requests based on fully approved documents and submit to Finance Officer in Yangon for processing.

§  File all cash vouchers and maintain voucher filing system such that files are updated, complete and safeguarded

§  Monitor and handle monthly payments such as Phone bills, and others.

§  Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

§  Assist the Finance Coordinator in responding to audit inquiries.

§  Other duties as assigned by Finance Coordinator.

 

Qualifications

§  Two or more years of accounting or bookkeeping experience, including experience with double-entry accounting

§  A degree in accounting or a relevant business field

§  Strong computer skills in MS Office programs, particularly Excel

§  Familiarity with computerized, double-entry accounting software, more preferable of experience in using Navigator Software

§  Experience in setting up and managing administration and logistics management systems

§  Strong organizational skills as well as attention to detail

§  Good oral and written English skills

§  Familiarity with multi-cultural workforce

 

SUPERVISORY RESPONSIBILITY: None

ACCOUNTABILITY:

REPORTS DIRECTLY TO: Finance Coordinator

WORKS DIRECTLY WITH: Operations and Finance staff. Program Staff, implementing partners
