Background:

The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity takes precedence over politics and principles. DRC/DDG has been operating in Myanmar since 2009 and in Kachin since 2011, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs,  livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Landmine Victim Assistance (MVA) in the most contaminated and conflict-prone areas of Myanmar.

To support and strengthen the DRC / DDG programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

Admin/HR Assistant (1 position)

 

Duty Station:                     Bhamo, Kachin

Reporting to:                     DRC/DDG Admin/Finance Officer, Bhamo

The overall purpose of this position is to support to effective and efficient Human Resource management of the DRC/DDG Bhamo office, and support to the administrative of the DRC/DDG Bhamo in close coordination with Myitkyina office, following the DRC/DDG Myanmar Guidelines and Policies

Specific duties will include, but not be limited to:

HR

Support with the effective and efficient functioning of HR Management activities on a day-to-day basis in the Bhamo office, including but not limited to the following tasks:

  • Ensure staff attendance register / system is completed by all DRC/DDG staff in Bhamo;
  • Ensure maintenance of annual leave spreadsheets (1) for planning of leave; (2) for recording leave balances of individual staff; (3) for tracking leave of teams.
  • Liaise with Myitkyina and Yangon office to ensure recruitment processes are completed in a timely and quality manner.
  • Ensure new staff are effectively welcomed with New Staff Checklist Actions being completed
  • Liaise with Myitkyina office to ensure follow up on contract issues for existing staff – including contract amendments, extensions and resignations are handled timely and appropriately
  • Ensure induction process is developed and provided for all new staff members, working closely with direct supervisor of new staff to prepare the induction schedule;
  • Ensure maintenance of individual HR files for all staff in the Bhamo office;
  • Support regular PADA process, providing all relevant support including presentation on format of PADA for new staff, follow up with supervisors and staff to ensure conclusion of PADA, sharing PADA documentation with PM etc;
  • Ensure confidentiality in all HR matters.

 

Administration

Responsible to ensure effective and efficient functioning of administrative activities for the Programme which include but are not limited to:

  • Ensure office telephone is answered quickly and professionally and visitors to the office are welcomed;
  • Ensure photocopying and scanning of documents; (eg. monthly cash book voucher, sending mail if needed )
  • Setting up and ensure appropriate filing system/s to ensure proper storage of project documentation (as per donor requirements);
  • Ensure accommodation and travel arrangements are in place for staff, including for example, flight bookings, hotel bookings, liaison with YGN office for travel plans etc;
  • Ensure regular, monthly, update to BMO office contacts database and sharing amongst offices;
  • Prepare all administrative paperwork (including staff attendance sheets, holiday requests and planners, holiday requests and any other adminisitrative documents) for the Bhamo office and share with Myitkyina office on a monthly basis.
  • Develop and ensure regular updating of ‘DRC/DDG Wall’ and Staff noticeboard ensuring up-to-date, relevant information is posted;
  • Ensure relevant travel documents are copied and shared to team leader for field travel (e.g. copies of Travel Authorization, Visa and Passport copies for international staff etc);
  • Ensure management and maintenance of stationery stock and distribution to staff, ensuring replenishment of items as necessary (in liaison with Procurement) and within budget considerations;
  • Proactively participate in regular weekly Bhamo programme meetings.
  • Maintain in/out mailing system with our field offices.

 

In the absence of the AFO or the FA  and / or if requested, provide support to the general Financial Management processes and procedures for the DRC/DDG Kachin programme.

 

Qualification and minimum requirement

  • University degree in Business Administration or other relevant field;
  • At least 1 years relevant work experience in the relevant field;
  • Good knowledge in HR, Administration, reporting and excel spreadsheets
  • Good language skills (oral and written) in English and Myanmar
  • The knowledge on the procedures of INGOs is a plus;
  • Flexible and prepared to travel if necessary in the region;
  • Good interpersonal and communication skills

Offer:

  • Starting date of employment: As soon as possible
  • Regular DRC staff contract, including a probation period of 3 months;
