[Describe overview of job missiopPROGRAM/DEPARTMENT SUMMARY:
Since October 2013 Mercy Corps Myanmar has been working in three townships including in Ayeyarwaddy Division with the Department of Rural Development (DRD) to implement the National Community Driven Development Project (NCDDP) funded by the World Bank. This innovative people-centred approach promotes strong community participation and local governance by providing direct funds and capacity building to poor rural communities so they can identify and construct small scale infrastructure based on priorities agreed by community men and women.
[Describe overview of job missioGENERAL POSITION SUMMARY:
Communication, Social Accountability and Gender Specialist will be based at the township level and work closely in a team to support DRD and manage/train local community facilitators. S/he will also liaise regularly with the Union DRD/consultants and with other townships in the cluster including the current Mercy Corps NCDDP team in Ingapu (Ayeyarwaddy Division). The Communication, Social Accountability and Gender Specialist assists Township DRD to promote concepts of community driven development to different stakeholders including transparency, accountability and gender equity. S/he also supports DRD in managing the grievance handling mechanism and training of community grievance focal points. This position holder will be supported by the Mercy Corps office in Yangon including two NCDDP National Advisers and our administration staff. Union level consultants will also provide substantial capacity development support.
ESSENTIAL JOB FUNCTIONS:
§ Assist DRD in adapting the project training materials to local context
§ Develop a township-specific info dissemination and outreach strategy to raise awareness about the Project
§ Support DRD in executing the outreach strategy, including production of locally-adapted IEC materials
§ Assist with the translation of English documents into Myanmar language and vice versa, as required
§ Ensure mainstreaming of gender, social inclusion and social accountability concerns in all project activities
§ Support the VT grievance feedback committee
§ Arrange for information board/ point in each village and for dissemination of information including grievance handling materials
§ Monitor effectiveness of information dissemination to community
§ Provide progress information to Union level as input for grievance handling quarterly reports.
§ Academic degree in communications, journalism, or related areas with at least three years of community development and/or gender work experience, preferably under rural development projects, or at least five years of relevant community development work experience
§ Demonstrated knowledge of and practical experience in the full range of community development methods as well as community awareness raising activities and tools that can be adapted to local context
§ Ability to work effectively and sensitively in teams and with government counterparts
§ Strong inter-personal skills and ability to resolve conflict
§ Prior experience of working in rural Myanmar
§ Experience working on community-driven development models
§ Proven track record in capacity building
§ Ability to communicate effectively with projects stakeholders
§ Proven planning and organizational skills
§ Functional ability to speak English.
§ Willingness and ability to travel frequently to project villages
§ Proven ability to work under pressure and deliver in a timely manner
