Job Advertisement for Community Development Officer (CDO)

 

Plan is an international humanitarian, child-centred development organization, implementing programmes that promote the realization and fulfilment of children’s rights and the alleviation of child poverty. Mandalay Program Unit (MPU) is seeking ten Community Development Officers (CDOs) to be based in Nyaung U Township, Mandalay Region.

Assignment Type:                             Three month probation and one year contract with possible renewal

Job Purpose: The Community Development Officer (CDO) will coordinate and facilitate all aspects of community development work and represent Plan International Myanmar at his/her assigned villages/village tract to ensure all development activities and sponsorship products are delivered as scheduled, meeting required standards of sponsorship book and Plan approach, and duty bearers and rights holders are capacitated to be able to manage their developments works. • Support integration of project activities in target areas and ensure quality implementation as assigned • Monitor all project activities in assigned village tracts to ensure agreed objectives/outputs are delivered as planned • Play a supporting role in ensuring that Plan Myanmar consistently meets set targets for Sponsorship , Youth Economic Empowerment(YEE) and other projects and achieves intended program goals • Organize awareness activities and provide support to youth and communities • Support M&E activities including data collection and entry into the YES!ME digital platform and help ensure that program learnings are documented • Support young mothers who have children under 5 to access ECCD services during training • Contribute to development of work plans, program reports, and case studies

 

Responsibilities:

  • Coordinate with all development actors in his/her assigned villages/village tract to ensure Plan’s annual work plan for his/her respective villages/ village tract are shared and delivered as planned
  • Coordinate and provide capacity building support to children, village tract leaders, VDCs, CBOs and CVs as required to ensure they are able to manage their community development works
  • Coordinate with relevant stakeholders including village tract leaders, VDCs, CBOs, CVs, and Plan’s partners in the assigned target areas to get the projects smoothly implemented.
  • Facilitate the production of all sponsorship communications to ensure sponsorship products are delivered as scheduled and aligned with sponsorship book
  • Monitor all development activities in his/her assigned village tract to ensure agreed objectives/outputs are delivered as planned
  • Contribute and share best practices/lessons learnt on sponsorship productions and community development works to other colleagues to ensure they are aware of and take advantage of these best practices and lesson learnt.
  • Write and submit all required reports (monthly or quarterly report, child abuse, unannounced sponsor visits, disaster, security concerns, and others to his/her supervisor to ensure quality, deadline, and issues are well-documented and shared
  • Play a supporting role in ensuring that Plan Myanmar consistently meets set targets for YEE and other projects and achieves intended program goals
  • Organize awareness activities and provide support to youth and communities
  • Support M&E activities including data collection and entry into the YES!ME digital platform and help ensure that program learnings are documented
  • Support young mothers who have children under 5 to access ECCD services during training
  • Contribute to development of work plans, program reports, and case studies
  • Coordinate with relevant stakeholders including Village Tract leaders, VDCs, CBOs, CVs, and children to produce Master List (A/B), What Is Plan (WIP) and Participatory Rural Appraisal (PRA) exercises in his/her assigned village are conducted, documented and shared with relevant stakeholders for information and references.

 

Qualifications, Skills & Experience: • Citizen of Myanmar • Graduate level education background • Good knowledge in computer software, including Microsoft programmes • Basic knowledge in English • Strong knowledge of community development and governance • Strong knowledge of children and adult learning methods and training • At least two years working experience in community development field and deal directly with community and local authorities • Experience in managing development projects at the community • Experience in sponsorship work is preferred • Experience working with children advantageous • Good coordination and participation skills • Good Communication and negotiation skills • Problem solving skills.
