About the Organization
Danish Refugee Council (DRC) has been operational in Rakhine since 2008 when it initially responded to the devastation caused by cyclones Nargis in the Ayeyarwady Division (2008) and Giri in Rakhine State (2010) and as such possesses extensive knowledge and understanding of the operating environment. As a consequence of the inter-communal violence in Central Rakhine in June and October 2012 the crucial humanitarian needs of the displaced communities triggered a considerable re-orientation of the DRC program in Rakhine in early 2013, resulting in an increased focus on displacement and addressing humanitarian needs. In Rakhine State, DRC is currently delivering shelter, community infrastructure, Water Sanitation & Hygiene (WASH), Non-Food Items (NFIs), livelihoods and protection (including child protection) assistance, to Internally Displaced People (IDPs) and conflict-affected populations. DRC furthermore serves as the Camp Management agency for approximately 68,000 IDPs in rural Sittwe.
DRC conduct regular Protection Monitoring activities in its target locations in Rakhine State, Northen Shan State and Kachin State in order to identify protection risks, needs, gaps and incidents. Protection monitoring is conducted in accordance with DRC's Protection Monitoring standard operation procedures, using a range of mechanisms and tools such as meetings with community leaders and camp management staff, focus group discussions, key informant interviews, informal interviews with community members, and direct observation. Information gathered through the monitoring is consolidated and analyzed in order for DRC to identify root causes of protection-related concerns, address needs, either directly or through advocacy. At the moment data is collected using ODK (Open Data Kit) and shared internally on DRC’s protection platform (google site) is then analyzed to investigate possible trends and themes in the protection environment. The current information system for protection monitoring comprises of a Mobile Data Collection System; a google site and google drive folder for storing data collected from the field. Qualitative and quantitative data are brought together in monthly reports to build evidence.
Scope of the consultancy
DRC is searching for a consultant to help with the development of an online platform for improving analysis and presentation of data collected during protection monitoring activities. This will include assessing and addressing issues with the data already collected and providing recommendations on ways forward to develop a more comprehensive platform, which could bring together different information management systems currently used by the team.
In the development of the platform the consultant will need to consider the sensitiveness of the data collected and analyzed making sure that they are protected and accessible only to relevant people.
Duties, Responsibilities and Deliverables
The Consultant will be based in Sittwe, Rakhine State. The Consultant will receive support from the DRC IM Specialist and DRC Protection Coordinator based in Sittwe and DRC Protection Coordinator based in Yangon. She/He will report to the DRC Program Manager for Rakhine on safety and other non-project matters.

The expected result of the consultancy is an improved online platform for the DRC protection team in which data coming from the protection monitoring activities are analysed in order to share changes over time. The platform will have data coming from the three different states (Kachin, Northen Shan and Rakhine) and will be easily shared among relevant people. Sensitive information presented on the platform will be safely stored and protected. Additionally, DRC staff members will be able to easily use the platform independently.

Timeframe for the consultancy
The consultancy will be done in February 2018 in Myanmar. The consultancy plans for 15 days in Rakhine State. A draft platform will be due at the end of February 2018.
The consultant will receive institutional and logistics support in Sittwe from the Danish Refugee Council.
