Job Advertisement for Digital Resilience/ Online Safety Program Manager
Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International in Myanmar is supporting a broad spectrum of initiatives designed to support integrated child development and youth empowerment outcomes that are strategically aligned with the national government’s priorities. Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people.
Position: Digital Resilience/ Online Safety Program Manager

The Digital Resilience/Online Safety Program aims to promote digital literacy and resilience, online safety, and responsible use of internet among adolescents and young people (ages 10-18) in all regions and Rakhine State, reducing the digital divide in Myanmar. The Program Manager will lead and manage all aspects of the program to be implemented throughout Myanmar, as part of Plan International’s Safe School initiative, benefitting children and young people. S/He will ensure that the program is well-planned, evidence based, monitored and evaluated. Other aspects of the role include donor relations, partnership management, planning, monitoring and evaluation (M&E), external representation, communications and media engagement, and government liaison. This position is based full-time in Yangon with at least 50% field travel.
Job Purpose: • Implement the program in cooperation with the broader resilience and disaster risk reduction (DRR)/safe school staff, partners, and others in compliance with global standards • Supervise a team of program officers and ensure quality and timely program implementation against agreed work plan • Lead innovative use of technology to mobilize a coalition of media, government, CSO and corporate partners to promote online safety and digital resilience • Lead all aspects of technical and program management work including finalizing training content, both online and offline • Build capacity of partners and staff as required • Facilitate M&E, learning and knowledge management • Liaise with and provide support to government counterparts • Contribute to proposal development efforts
Qualifications, Skills & Experience: • Citizen of Myanmar • Academic degree in relevant field • Minimum five years of demonstrated professional experience leading and managing similar projects in areas such as resilience and disaster risk reduction, digital resilience, online safety • Experience working with corporate donors • Experience with M&E, documentation, and communications • Extensive experience assessing, building capacity, monitoring and cooperating with local NGOs and staff • Experience of working with children and communities • Proven track record of working with government and media for influencing • Excellent English language skills, both oral and written • Strong team player with flexibility and ability to work effectively with others • Proficient in computer skills
