Job Advertisement for Finance Officer (Marauk Oo)

Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International in Myanmar is supporting a broad spectrum of initiatives designed to support integrated child development and youth empowerment outcomes that are strategically aligned with the national government’s priorities. Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people. 

Position                                  : Finance Officer

Reports to                              : Deputy Humanitarian Program Unit Manager

Duty Location                        : Mrauk Oo, Rakhine State

Assignment Type                  : From the start date up to 30th November, 2019 (extendable).

Job Background: Plan International is seeking a Finance Officer is based in the Program Unit Office at Mrauk Oo to provide support with the PU Finance Manager and finance coordinator in managing and administering the financial activity and function in the field level. He/she is responsible in managing the day to day financial transaction according to the defined finance and administrative policy and procedure to ensure smooth operations in the program unit office and any action needed is taken in timely manner.

Job Purpose:

  • Managing and securing of cash including the replenishment from the Country office. Ensure it is keep in safe and secured at all times. 
  • Maintains and monitor bank balances on regular basis.
  • Provides financial management information including reports to finance coordinator/finance manager and providing advice in ensuring financial procedures and systems are followed.
  • Verify and ensure all payment requests have the necessary documentation and approvals before processing the payment.
  • Maintain and update financial record/data for each project.
  • Responsible for timely cash disbursement of project expenses.
  • Assist in the planning, organization and execution of the statutory requirements and audit process for the office in coordination with the Finance Coordinator
  • Provide continuous supports to implementing partners in order to make sure all the systems and procedures are in line with the donor requirement and Plan standard requirements.
  • Regular checks of the financial reports and provide timely supports if needed.
  • To participate effectively in team meetings
  • Provide on the job training or technical related trainings on finance to the staffs
  • Provides necessary support to the Finance Coordinator/Finance Manager.
  • Provide support by undertaking any other additional functions as delegated by Finance Coordinator/Finance Manager

Qualifications, Skills and Experience:

 

  • Citizen of Myanmar  
  • University degree in relevant field preferably B.Com or post graduate study of LCCI level
  • Good command of MS Office applications (Word, Excel, Access, and Power Point)
  • Minimum 3 years of proven experience in accounting/bookkeeping and administration management
  • Knowledge and understanding humanitarian operating context
  • Ability to maintain high level of accuracy in preparing financial reports
  • Knowledge of managing cash/bank accounts
  • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
  • Good communication and coordination skill with the program staff.
  • Good English language skills, both oral and written
  • Able to travel if needed and able to work independently and seek help when necessary.
