Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International in Myanmar is supporting a broad spectrum of initiatives designed to support integrated child development and youth empowerment outcomes that are strategically aligned with the national government’s priorities. Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Education, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people.

Assignment Type:                             11 Months with possible extension depending on funding availability

Job background:


With funding support from UNICEF, Plan International Myanmar, with in partnership with KMSS, will implement an innovative and comprehensive project targeting adolescents and youth aged 15-24 in Kachin. The project will focus specifically on young people living in Myitkyina and Wai Maw townships, and aims to reduce the vulnerabilities of young people living in urban- and camp settings. Selected young people will benefit from a comprehensive curriculum and sessions on gender, life skills, and employability skills followed by follow-up support such as placement in local businesses. Young people will be prepared to become agents of change in their communities, through the formation of youth groups, community outreach and dialogue with peers and other adults.


Job purpose:


Under close supervision of the Humanitarian Program Unit Manager (HPUM), the Project Manager will lead strategy development and ensure high quality implementation of this Youth and Adolescent project in Kachin within the timeframe and agreed objectives. Specific responsibilities include:

  • Manage and build capacity of the project team against performance objectives.
  • Monitor project activities and spending against agreed work plan.
  • Coordinate with implementing partner for planning, implementation, and coordination.
  • Provide technical assistance to the local partner to ensure timely and quality implementation, follow-up, monitoring and documentation. Technical assistance will include on-site support to implementing partner staff, as well as taking the lead on activities that focus on creating opportunities for young people and address social norms and attitudes that disadvantage adolescents, in particular girls and young women.
  • Ensure integration of international best practices at the field level in accordance with international/national standards.
  • Work closely together with the M&E team to develop M&E strategy and related tools and measure impact and change, and document lessons learned and best practices.
  • Work closely with Plan and Partner’s Finance, Logistics, Human Resources and Administration departments at Kachin and Yangon level.
  • Prepare donor reports in accordance with donor requirements.
  • Report to HPUM monthly basis on project progress and implementation issue in time.
  • Undertake other relevant responsibilities as assigned.




Qualifications, Skills & Experience:


  • Ability to speak Myanmar Language fluently
  • A University Graduate
  • Minimum of three years of progressive project management and technical experience in humanitarian or development settings
  • Proven skills and experience implementing adolescent and youth projects and delivering training for adolescents/youth required, in the areas of life skills, employability skills or sexual reproductive health and rights
  • Proven experience, ability and motivation to provide on-the-job training and provide placement support
  • Technical skills and background experience in planning, implementation, monitoring and evaluation of youth/adolescent, child protection or education programmes
  • Strong understanding of international humanitarian standards, Child Protection Minimum Standards and adolescent and youth related standards, principles and approaches
  • Excellent analytical and strategic planning skills, writing skills as well as strong and effective communication skills
  • Fluency in English, both speaking and writing skills
  • Willingness to travel to remote areas and spend time in the field
  • Ability to work in a diverse, multi-cultural setting with sensitivity to the local context
  • Ability to work under pressure, as part of a team or independently, and meet deadlines
  • Positive attitude and personality with flexibility and ability to work well in diverse teams for desired outcomes
