Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International in Myanmar is supporting a broad spectrum of initiatives designed to support integrated child development and youth empowerment outcomes that are strategically aligned with the national government’s priorities. Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Education, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people. 


Position:                                             Humanitarian Project Officer (Education & Youth Empowerment)

Accountable to:                                Humanitarian Project Manager (Education & Youth Empowerment)

Location:                                            Mrauk U, Rakhine State

Assignment Type:                             From starting date to 31st October 2020 (with possible extension)

Travel Percentage:                           10%


Job background:

The Project Officer will work closely with the Project Manager in the implementation of Non Formal Education and youth empowerment activities as well as monitoring and reporting in Rakhine. The Project Officer will work with communities and closely support to youth facilitators from Youth centers and management committees. She/he will assist the Project Manager to organize training for youth facilitators and management committees, undertake regular monitoring visits to all youth centers in different villages, monitoring visit and support to youth facilitators and management committees for their community base project and arrange for timely delivery of materials. At all times he/she will coordinate and collaborate with the Project Manager.  This position will be based in Mrauk U with frequent travel to Minbya.


Qualifications, Skills and Experience:


  • Minimum three years of proven experience working Non Formal Education/Education projects or livelihood projects or peace building programmes or other related field experience.
  • Strong experience in child protection policies and practices in Myanmar
  • Experience on monitoring and evaluation for qualitative project.
  • Strong experience and knowledge of Do No Harm and conflict sensitivity approaches
  • Demonstrated understanding of the humanitarian emergency operating context including Sphere, the humanitarian system, security and field level project management.
  • Academic degree in education, social science, development studies or other relevant area
  • Proven ability to supervise a child protection project with holistic and integrated approach.
  • Good English language and computer skills.
  • Strong team-building, soft communication and facilitation skills.
