Position:                                             Humanitarian Project Officer (Resilience)

Accountable to:                                 Humanitarian Project Manager

Assignment Type:                             Until end of October 2017 from the starting date

Job background: The post holder is to strengthen the role of civil local partner organizations in programming, monitoring and advocating for disaster risk reduction and preparedness measures through promoting the role of children as change agents. The post holder shall need to support the partner organization and related activities of Child Centered DRR (CCDRR) measures in the project..  The post holder has to represent Plan in all relevant forums and ensure adequate levels of coordination at community, township cluster, level and performs as a focal person for DRR coordination with relevant sectors and cluster. This position is based full-time in Myitkyina with 80% field travel.


Job purpose:  The Humanitarian Project Officer will serve as the project's technical lead for Disaster Risk Reduction under GFFO funded Humanitarian Response Project and oversee all the project activities that comprised Disaster Risk Reduction at targeted IDP camps in Kachin. The Humanitarian Project Officer (Resilience) will contribute to quality implementation of the project and oversee all the Disaster Risk Reduction activities and ensure capacity building of the local partner staff at field level via close coordination with the Humanitarian Project Manager. The firmed coordination and relationship building with local implementation partners is critical.


Qualifications, Skills & Experience: Citizen of Myanmar, Minimum 3 years of demonstrated professional, experience on disaster management, emergency response or development field , Academic degree in relevant area ,Track record of conducting participation, technical training, facilitation and awareness raising activities , Experience of working with children and communities would be an advantage, Strong technical skill & Knowledge on DRR principles, concepts and techniques , Knowledge on community based DRR and/or Knowledge on participatory media development processes , Ability to communicate and facilitate technical trainings in Myanmar (Burmese), and Kachin language is a must and proficiency in English is advantage, Ability to work in a multidisciplinary and multicultural environment , Strong team-player and good facilitation skills , Excellent communication skills. Proficient in computer skills, Good knowledge and understanding of Do No Harm principles, Ability to work independently and as a team player, Understanding of Children rights and gender, Proficient in Computer skill.
