Job Advertisement for Humanitarian Project Officer (WASH)


Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International in Myanmar is supporting a broad spectrum of initiatives designed to support integrated child development and youth empowerment outcomes that are strategically aligned with the national government’s priorities. Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Education, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people. 


Position:                                             Humanitarian Project Officer (WASH)

Accountable to:                                Deputy Humanitarian Program Unit Manager

No of Positions:                                1 position

Location:                                            Mrauk U, Rakhine State

Assignment Type:                             from start joining date to 31st Aug 2020 (with possible extension)

Travel Percentage:                           70% to field areas including Sittwe

Job background: To be support all WASH Programming in the Sittwe Program Unit. The WASH PO will support the WASH Specialist to ensure that WASH Project Outcomes are met in accordance with Plan International quality and in line with international standards.


Job purpose:  


The WASH Project Officer will have the below keys accountability:

  • Support in the planning and implementing WASH activities at field level in line with minimum standards.
  • Support WASH Specialist to ensure fulfilment of technical and financial reporting requirements of the project.
  • Support and engage in close coordination with WASH partners, local authorities, communities and other relevant stakeholders on project activities including regular participation of WASH cluster meetings at the village level.
  • Comply with Plan's financial operation procedure for any financial related issues or work
  • Demonstrate Minimum Standards for WASH in Humanitarian Action.


Qualifications, Skills & Experience:

  • Minimum three years of proven experience working in WASH in emergencies projects or programmes.
  • Strong experience in WASH policies and practices in Myanmar.
  • Sound understanding of the needs of conflict affected children in Rakhine.
  • Experience using monitoring and evaluation.
  • Familiarity with international humanitarian standards and principles – SPHERE, WASH Minimum Standards and Do No Harm.
  • Capacity to facilitate trainings and workshops for partners and communities.
  • Demonstrated understanding of the humanitarian emergency operating context including the humanitarian system, security and field level project management.
  • Academic degree in education social science, development studies, other relevant area.
  • Proven ability to supervise a WASH project with holistic and integrated approach.
  • Good experiences for school WASH facilities construction/renovation.
  • Good English language and local languages in Rakhine.
  • Good command of MS Office applications (Word, Excel, Access, and Power Point).
  • Frequently travel to the field at least 70% of the time and including Sittwe Project area as needed. Strong team-building and facilitation skills.
