Your Mission:


One of the components of the IRC-Tat Lan II programme focuses on improving hygiene practices in the 102 villages where the programme is being implemented. Data from the post-Giri response showed that 10% of households have a latrine and 78% practice open defecation in target areas. Critically, while 72% of people reported interest in a latrine, they cannot afford the materials. The programme will implement a wide-ranging package of WASH activities that will complement the programme’s nutrition efforts.

The Hygiene officer is responsible for leading the IRC Tat Lan-II programme’s hygiene activities being implemented in all Tat Lan villages and for providing technical support to the volunteer Community Hygiene Promoter (vCHP) and support the formation of Community Health Clubs (CHCs) and School Hygiene Clubs (SHC). The position is based in Myebon with weekly visits to project villages. The Hygiene Promotion Officer is expected to be willing to overnight in the villages when necessary.  (S)/he will be part of a team of international and national programme staff from IRC.

Your Job Scope includes but not limited to:

Reporting and supervision

The Hygiene officer reports to the WATSAN Manager and (s)/he will provide the WATSAN Manager with monthly implementation updates.

Key Responsibilities:


  • Responsible for carrying out core hygiene promotion activities together with the assigned Hygiene/WATSAN focal point in the assigned villages using best practice and do no harm practices.
  • Serve as the focal point for all WASH, Hygiene activities at project sites.
  • Coordinate all Hygiene Promotion activities with the Community Mobilisation and Nutrition components.
  • Conduct training and technical support to volunteer Community Hygiene Promoter.
  • Support the formation of Community Health Clubs and School Hygiene Clubs.


Staff management

  • Supervise a team of Hygiene Promoters, to provide technical support to the volunteer Community Hygiene Promoter (vCHP) and support the formation of Community Health Clubs (CHCs) and School Hygiene Clubs (SHC).  
  • Provide appropriate and timely feedback regarding staff annual performance objectives and assist them in objective setting.
  • Prioritize staff safety and security at all times.
  • Ensure the timely submission of funds and supply requests by preparing relevant document, e.g. PR and PCR.
  • Perform any other tasks assigned by the WATSAN Manager, Senior WATSAN Manager and/or Project Director as appropriate





  • Diploma in a related field.


  • Minimum of 2 years’ experience in working with community groups in humanitarian, post-conflict, and/or recovery development context
  • Experience in hygiene promotion and/or WATSN in rural setting.
  • Experience in implementing the CLTS, CHC, and/or PHAST approach would be an asset
  • Experience in working with LNGO or INGO would be an additional asset



  • Excellent community facilitation skills
  • Ability to work with culturally diverse national and international staff;
  • Willingness to participate and contribute as a team member, under challenging working and living conditions. Computer skills in Microsoft Office;
  • Good understanding of humanitarian principles of humanity and neutrality.
  • Ability to work and travel in remote areas.
  • Demonstrating trustworthiness and upholding the highest ethical standards.



  • Basic written and spoken English and report writing skills
