PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps is a secular, non-profit, nongovernmental humanitarian organization that has worked amid disasters and poverty since 1979, providing humanitarian relief and development aid with more than $1.3 billion to people in 94 nations world wide. Mercy Corps Myanmar is currently providing food security and livelihoods recovery assistance to the survivors of Cyclone Nargis in village tracts throughout Laputta and independently through partnerships with Myanmar NGOs.

 

As part of Mercy Corps emergency response to the areas affected by Cyclone Nargis, the community recovery strategy is to help affected communities clean their villages of debris, repair broken infrastructure, and improve water and sanitation for better overall health.  Cleaning up affected areas will allow cyclone victims to resume normal agricultural and other economic activities.

 

GENERAL POSITION SUMMARY:

IT Administrator is a key national staff position in the Mercy Corps Myanmar program responsible for administration the current IT system in the Mercy Corps Yangon office. And ensuring the proper functioning of equipment and network to meet office needs and demands in coordination and synchronizing system with IT System in Mercy Corps Yangon and each field offices are necessary.  IT Administrator will be responsible for day by day operational supporting, securing networks, coordination with teams and improvement of IT system and standard policy.

 

ESSENTIAL JOB FUNCTIONS:

 

  1. Maintain an efficient Local Area Network for Mercy Corps office in Yangon and ensure any change in the current design of configurations will get a written approval from Country Representative and/or Operations Manager. Current designs are appropriate for the programmatic needs for the Yangon office and any additions or changes require prior approval and planning.
  2. Ensure the server system to be updated and functioning properly.
  3. Maintain the Mercy Corps Linux Servers and Monitoring functional internet and information Sharing System. Organize the Internet usage, uplink/downlink status and maintain central filing system.
  4. Regularly update anti-virus programs to ensure the entire network, Servers and computers are virus-free;
  5. Coordinate with the Regional IT Systems Administrator Mercy Corps as necessary to establish a clear, back-up policy for the Mercy Corps offices and undertake the necessary steps for this activity including designing a schedule and materials list. Ensure back up and archives are made and stored as scheduled
  6. Keep the Mercy corps IT Systems Policy updated when necessary review it annually in discussion with HQ IT team. Orientate the staff on appropriate use so as to ensure adherence to the IT policy.
  7. Ensure using the licensed software applications to the MC Myanmar computers and track the expiration and keep them updated with licensed versions.
  8. Undertake the repairing and maintaining of the internet systems, general IT maintenance and training in the MC Yangon office – as per needs outlined by the Country Representative and/or Operations Manager.
  9. Ensure appropriate IT system is well established in field office where necessary in discussion with Operations Manager
  10. Responsible keep confidentiality of any information identified as sensitive from the IT server.
  11. Undertake the PBX and Fax system over land line to communicate local and another field sector properly when necessary
  12. Undertake the upgrading, repairing and maintaining of IT related devices and accessories including Desktops, Laptops, UPS, Printers with specific scheduled.
  13. Oversee repair of computers and IT equipment at a local level, when possible - facilitate and advise on best, safest and most economic solutions in consultation with the Operations Manager.
  14. Follow up and coordinate with Program Manager/ Operations Manager for on-line and off-line disaster recovery data backup system.
  15. Assist, as needed, with developing databases or other windows application needs for program, operations, administration and procurement staff.
  16. Identify equipment and accessories required for the smooth functioning of computers and IT equipment in Mercy Corps offices in Yangon. Facilitate the purchase of items through the Procurement Department.
  17. Maintain proper documentation of all IT equipment including; system profiles, warranties and IT stock/accessories; Organize and maintain central filing system of IT systems in MC Yangon
  18. Assist in the identifying specification, relocation and assembly of any equipment including computers, printers, accessories and satellite systems in MC Yangon office, as required;
  19. Reporting on IT related information, email account list and equipment list should be regularly in time basic.
  20. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  21. Other duties as assigned.

SUPERVISORY RESPONSIBILITY: IT Assistant

ACCOUNTABILITY

REPORTS DIRECTLY TO: Operations Manager

WORKS DIRECTLY WITH:

All YGN staff using computers.

Coordination on all IT activities with the regional IT Administrator/team.

Support needs and requirement to field IT staffs.

Coordinate with PALM teams or Operations Manager in identifying IT needs and suggest solutions.

 

KNOWLEDGE AND EXPERIENCE:

A minimum of 4 years experience in information technology (IT) System administration and Network Administration; a relevant university degree is desirable; Experience in  hardware, software and Network utilization in NGOs and Enterprises; Experience in the setting up Gateway Firewall systems like Cisco Meraki, ClearOS (Linux) etc., configuration of IP settings, DHCP services, traffic shaping, VLANs, Proxy & Content filtering; Exclusive knowledge of internet troubleshooting,  configuring mail clients, Linux, Mac and Windows Operating Systems.; Good Knowledge on Google application management system. Capable to manage Linux Server system (including Samba File Server). Ability to troubleshoot, plan and design low maintenance systems is a must. Ability to trouble-shoot and maintain both Networking and PBX system are required. Must understand, follow and implement existing policies on IT equipment use, best practices and standard guidelines. Good command on English language must be necessary.
