Job Advertisement for M&E and Database Officer

Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Education, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people.
Position: M&E and Database officer
Accountable to: Monitoring and Reporting Coordinator
Duty Station: Myitkyina with up to 70% field travel
Assignment Type: One Year contract with possibility of renewal

Plan is working in Myanmar to develop and run cost effective and high impact programmes. Using Child Centred Community Development Approach with a focus on rights-based work, the program will focus on DRM, ECCD, WASH, Child Protection, Education and MN&CH. The M&E and Database Officer will oversee and support the humanitarian response of Plan Myanmar in Kachin in close cooperation with partners. He/she will be responsible for monitoring and evaluating all projects supported by Plan in the IDP camps in Kachin and Northern Shan States and developing and updating databases, M&E frameworks and data collection tools for the projects with support from the M&R Coordinator and project managers.
M&E and database officer will ensure and develop indicator reference sheets, including a list of operational definitions of what are being counted for each indicator and develop appropriate data collection tools and train to implementation staff relating data filling system. In consultation with project managers and M&R coordinator, he/she will design and develop program database and regularly update the Emergency Response Program Database. He/she will conduct post data entry verifications and regularly backups of Emergency Response Program’s database, information and conduct regular field visits to track progress against indicators and put in place systems for routine data quality checks and validations. He/she will lead the coordination of field data collection and the flow of reports from the field to the management team and provide regular feedback to field worker/officers and key stakeholders of progress in program implementations. He/she will alsoassist /lead the Emergency Response Program baseline and evaluation activities and ensure the dissemination and use of the information products. This position is based full-time in Myitkyina with extensive field travel.
Qualifications, Skills & Experience:
Citizen of Myanmar, University degree in social science, development studies or equivalent, At least two years of work experience in M&E and/or program experience in field data collection in emergencies, Good knowledge of M&E frameworks, Experience in surveys and qualitative interviewing, including supervising field data collection teams, Excellent computer skills (Microsoft Excel, Access, Microsoft power point, etc..), Training and facilitation skills, Good English and Kachin language is an advantage and Detail oriented.
