Job Advertisement for Monitoring, Evaluation and Reporting Coordinator

Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International in Myanmar is supporting a broad spectrum of initiatives designed to support integrated child development and youth empowerment outcomes that are strategically aligned with the national government’s priorities. Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Education, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people. 

Accountable to:                                Humanitarian Program Unit Manager

Location:                                            Sittwe Based, 50% travel to Mrauk U

Assignment Type:                             from starting date to 31st August 2020 (with possible extension)

Total Travel Percentage:                 80%

Job purpose: To strengthen the Organizational accountability and Reporting by systematically Monitoring, Evaluation and documentation.


Job Description:


  • Prepare and submit monthly/ quarterly and necessary reports together with Program staffs to HPUM and CO.
  • Ensure proper data collection against indicators for each project in Program Unit.
  • Provide analysis of quantitative data to present to HPUM for monthly reporting.
  • Oversee collection of population data for targeted areas.
  • Serve as M&E focal point for the Program unit – oversea and coordinate all M&E staff assigned to individual projects.
  • Maintain updated database in coordination with M&E specialist/ Manager at CO to ensure all information is readily available for reporting.
  • Monitor the quality of implementation and act as accountability focal point for Sittwe based projects
  • Detailed field monitoring and documentation of status on the ground to be communicated to HPUM.
  • Lead MER preparedness process at Sittwe level.
  • Lead rapid needs assessment in the event of rapid onset emergency and ensure staff are able to contribute via training prior to emergency.
  • Lead and coordinate of project and programme review and lesson learn workshop to ensure the programme quality and improvement.
  • Train and coach to staff for improving knowledge of the Monitoring, Evaluation and Reporting concept and using mobile application technology such as KoBo
  • Coordinate and provide technical support to project staffs (M&E officer and Database assistance) studies and project evaluations.
  • overseeing MEL data for internal/ external reports and presentations requests from Plan staff and stakeholders

Qualifications, Skills & Experience:

  • Understanding of humanitarian issues
  • Strong M&E Systems and reporting experience
  • Strong understanding and passion for coordination of team members.
  • Understanding of participatory methodologies
  • Understanding of local civil society development
  • Understanding of integrated development issues and child rights
  • University degree in relevant area.
  • At least three years of progressive work related experience
  • Experience utilizing computers including word processing, spreadsheet and other software packages.
