Terms of Reference: Video Journalist for video project in relation to the Denmark-Myanmar Programme on Rule of Law and Human Rights

  • Background

 

The Denmark-Myanmar Programme on Rule of Law and Human Rights (2016-2020) supports the Union Attorney General’s Office, the Office of the Supreme Court of the Union, lawyers, CSOs as well as the law departments of Dagon and East Yangon Universities (DU and EYU) in strengthening capacities on core aspects of rule of law and human rights and supporting reform in relevant areas. From 2020, the programme will also support and work together with Mandalay University (MU) as an additional partner to implement the activities in Mandalay. The programme which has a total grant of DKK 70 million (approximately USD 10 million) is based on participatory approaches supporting partners to identify their own needs and priorities and taking lead in implementation of activities.

 

The governance of the programme is based on joint decision-making with partners through co-chaired Steering Committees. The programme is part of the Denmark-Myanmar Country Programme (2016-2020) endorsed by a bilateral government-to-government agreement between Myanmar and Denmark as well as MoUs with all key stakeholders. A Joint Venture comprised of the International Commission of Jurists (ICJ) and the Danish Institute for Human Rights (DIHR) has been contracted to provide technical assistance to the programme through a team of experts supporting implementation.

 

  • Description of the Assignment

 

The International Commission of Jurists and the Danish Institute for Human Rights implements in Joint Venture the Denmark – Myanmar  Programme on Rule of Law and Human Rights. The programme aims to strengthen respect for rule of law and create long-term human rights change in Myanmar.

 

The results of this work can be communicated in an article and a video of 2-3 min duration, showing the importance of strengthening education and training in human rights law throughout the legal system through the perspective of law students, clients at the legal information centres, a senior Human Rights Lawyer from ILAM and the Danish Embassy.

 

The Video Journalist will be required to accompany a Communications Officer from the Danish Institute for Human Rights on locations, produce content for the video, and deliver this content in a format ready to be edited in Denmark. The video production will be lead by the Danish Institute of Human Rights.

 

 

  • Objective

 

The objective of the assignment is to:

 

  • produce video content for online usage that illustrates the importance of strengthening education and training in human rights law in Myanmar enabling the students to provide legal information for citizens at present time but also educating the next generation of legal professionals to incorporate human rights in their work in the years to come.

 

  • Outputs

 

The following outputs have been identified:

 

  • Quality video material including interviews with law students, clients at the legal information centres, a senior Human Rights Lawyer from ILAM and the Danish Embassy and background footage to be delivered for editing in Denmark. The Danish Institute for Human Rights will have all rights for usage of video content.

 

  • Activities of the Video Journalist

 

The Video journalist will:

 

  • Coordinate video production with the Danish Institute for Human Rights prior to video production

 

  • Be available to produce video content from the 9th of March to the 13th of March

 

  • Deliver video content to be edited in Denmark

  • Qualification of the short-term expert

 

The short-term expert should have:

 

  • Excellent skills and experience in video production
  • A creative mindset and be a team player
  • Proficiency in English
