URBAN DRR PROJECT

 

  1. 1.      INTRODUCTION

 

Plan International Myanmar is an international, child-centered, humanitarian organization, implementing programs that promote the realization and fulfillment of children’s rights and the alleviation of child poverty. Plan International Myanmar has been implementing DRR/Resilience related projects since 2012 and seeking an experienced using child-centered community development approach such as Child Centered DRR, School Based DRR, and Child Centered Climate Change Adaptation both in rural and urban context. Currently, a couple of resilience projects are also being implementing both in rural and urban areas and seeking a qualified candidate for short time consultancy tasks to support the Resilience programmatic interventions to get things move as planned.

 

  1. 2.      PROJECT SUMMARY

 

The project builds on and complements to Plan Myanmar’s existing urban Disaster Risk Reduction (DRR) activities to build the resilience of urban children, boys, and girls, communities, and institutions in Yangon. The project as proposed here will now be focusing in urban areas in Yangon, Pabedan Township, Taik Gyi and Ahphyauk It raise awareness and understanding of urban resilience among DRR stakeholders, including community, children and youth, boys and girls and their agencies (government and non-government) by strengthening their risk assessment capacities and implementing disaster preparedness and risk mitigation measures in Yangon City. The project will facilitate the development and improvement of DRR policies and plans at township level, working closely with the respective government unit, especially with the Relief and Resettlement Department under Ministry of Social Welfare.  It will also strengthen institutional capacity through training and establishing the linkage between government departments to support timely, effective and inclusive disaster preparedness and response.

 

  1. 3.      PURPOSE

The purpose of the video to capture in video “Urban DRR Project” impact and success stories focusing on project implementation process, awareness raising activities, and young women involved in decision-making, and also aimed to share good practices as a successful mechanism to different stakeholders.

  1. 4.      CONSULTANCY OBJECTIVES

This consultancy has following objectives:

(a)    To produce one overall project video documentary not more than 20 minutes long 30 minutes introductory video on Urban DRR Project Process, Activities and Success Stories.

(b)   To prepare script and narration for overall project documentaries and videos;

(c)    To compose background music for the videos.

(d)   Capture necessary video footage of different project activities (Trainings, Workshop, Public Talks, and other related to the project & interviews)

(e)   To narrate and edit raw video footage for producing final video.

(f)     To share and present the key finding of the stakeholder mapping analysis, good practices

 

  1. 5.      RESPONSIBILITIES OF CONSULTANT

The Consultant should work closely with Project team for accomplishment of following tasks.

 

(a)    To take Children participation and their involvement in decision making process of video shooting in the field and to enrich their leadership skills and capacities.  

(b)   Abiding all the process by the Plan International communication and visibility guidelines.

(c)    To hold preparatory discussion with Resilience Specialist and project team about the preparation of videos.

(d)   To prepare script and narration for overall project documentary.

(e)   To capture video footage as agreed with the project team and as according to the prepared script.

(f)     To record narration and prepare background music for the videos.

(g)   To edit the video as well as make sure the subtitle with English version.

(h)   To prepare draft videos documentaries and submit it to Practical Action for final feedback before the deadline of the contract.

(i)     Finalize the videos as according to the feedback provided by the project team.

(j)     To manage all necessary tools and equipment including tapes, DVD etc.

 

The team also should be flexible in working days and can be able to travel to the shooting sites to support the filming process taken by trained participants. The close coordination and frequent small discussions should be kept with the project team.

 

Along the process, Plan International Myanmar will be responsible for arranging logistics at villages, for field trips, accommodation and transportation. Plan International Myanmar will be providing all the necessary guidelines and documents to support the team so as to be in line with the Plan International’s minimum standards. Plan will also be responsible for translating the subtitle into English version and cover design for the final version of video documentary.

 

  1. 6.      KEY PARTICIPANTS

Children, young boys and girls, Relief and Resettlement Department (Yangon Region), Township Disaster Management Committee (TDMC), Key Government Departments, Myanmar Red Cross Society and Civil Society Organizations in Pabedan, Ah Phauk and Tike Gyi Township and vulnerable people will be involved in the participatory video making process.

  1. 7.      TIME FRAME AND MILESTONES

The video documentary consultant/team will be expected to start the assignment on December 2017 and finalized on 20 June 2018. The key milestones for the video documentary are as follow;

  1. 9.      SKILL AND QUALIFICATIONS

Must have:

  • Excellent sense of visual storytelling
  • Excellent project coordination abilities
  • Ability to conceive and sustain a persuasive organizational narrative across a variety of images
  • Commitment to deadlines and ability to hold others to deadline
  • Creativity, enthusiasm and flexibility
  • Ability to work well under pressure and in a fast-paced and changing environment

 

10. APPLICATION PROCESS

Applicants are required to submit the following documents:

  • A Technical Proposal: Letter of Interest, stating why you consider your firm suitable for the assignment;
  • Brief methodology on the approach and implementation of the assignment;
  • Personal CVs of technical personnel proposed for this project highlighting qualifications and  experience in similar projects; and
  • Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
